Hi Jake, and welcome to the site!
I can't remember ever seeing that New Creative Marker Techniques book on the shelves. It's weird - according to Amazon.com, it says it was published in 2003, yet they don't have any available which makes me believe that it's out of print. But I could be wrong.
Regardless, Shimizu is a phenomical artist and all of his books are worth their weight in GOLD! I only have one of his paperback titles (Solutions to Creative Marker Techniques) and it is an AMAZING book. I still kick myself for not buying his first book, Creative Marker Techniques when I had the chance. at the time, it was $50CDN and readily available... now, we'd be lucky to find it twice that price used.
As for the 2nd edition of How to Draw Cars Like a Pro, I haven't seen that either (I'm a lot of help today, aren't I?), but if it's anything like the first one, it's worthwhile too. The first book was ground-breaking so I can only guess that this second will be just as impressive.
You've peaked my interests now. I'm sure that How To Draw Cars Like a Pro, 2nd ed. will be readily available at any big bookstore, but I'm going to start poking around some of the smaller book stores in search of New Creative Marker Techniques. Who knows, I might get lucky and find a copy floating around.

Cool. I hope you find it and let us know how it is. I have seen some pop up in online anime bookstores. You may have better luck there.
